New construction frequently traps moisture during the build, in timber, concrete and screed that never fully dried before being sealed in. Tighter modern building envelopes then hold that moisture rather than letting it escape.

Building age is a poor predictor. What matters is whether moisture can get in and whether it can get back out, and a new airtight house can be worse on the second count than an old draughty one.
